Military-Civilian Cooperation Strengthens Blood Supply Resilience – Tri-Service General Hospital Blood Program Center Inauguration

On December 30, 2025, at 11 AM, Tri-Service General Hospital held the inauguration ceremony for the “Tri-Service Blood Program Center.” The event was attended by Major General Cai Jian-Song, Director of the Military Medical Bureau, Major General Cai Yi-Ting, President of Tri-Service General Hospital, Major General Xu Yu-Rui, President of the Songshan Branch, Colonel Zeng Yuan-Sheng, Director of the Health Service and Care Division of the Military Medical Bureau, and 28 other distinguished guests. Also present were Director Liu Yue-Ping of the Medical Affairs Department of the Ministry of Health and Welfare, Executive Director Wang Zong-Xi of the Taiwan Blood Services Foundation, Director Lin Min-Chang of the Taipei Blood Donation Center, Section Chief Wu Dai-Ying of the Taipei City Health Bureau’s Medical Administration Division, and Honorary Director Xiao Ya-Wen of the Taiwan Disaster Medical Team Development Association, who witnessed this momentous occasion.

The core objectives and key focus areas of the Blood Program Center are as follows:
1.Building a War Readiness Supply System: Establishing a command structure for the dedicated military blood supply system, enhancing the military’s blood collection capacity, and strengthening cold chain logistics and storage nodes. The center will also develop a “Military-Civilian Joint Dispatch Platform” to continuously improve and verify operational processes through cross-departmental drills.
2.Professional Training and Stable Supply: The primary task at present is to set up military blood donation stations. With the support of the Taiwan Blood Services Foundation, professional training will be provided to ensure the military can autonomously and consistently perform blood collection, distribution, and stringent quality control during peacetime.
3.Phased Completion of Blood Donation Stations: The first military blood donation station is scheduled to be completed by the end of January 2026 at the Songshan Branch of Tri-Service General Hospital. Subsequently, four more locations will be established by the end of 2026 at military hospitals in Taoyuan, Taichung, Hualien, and Zuoying, with the goal of having a total of five military blood donation stations across Taiwan.

The “Tri-Service Blood Program” marks a new milestone in the military’s war readiness medical services. Moving forward, the program will focus on “cooperation, integration, and institutionalization,” connecting civilian blood donation systems, government resources, and military healthcare networks to strengthen the resilience and security of the blood supply chain, ensuring the overall safety and capacity of the country’s healthcare system.
