Collaboration among Institute of Forensic Medicine under Ministry of Justice, Taiwan's Shilin District Prosecutors Office

To assist the Ministry of Justice in nurturing domestic forensic talents, expanding talent pool of forensic workforce, and enhancing quality and efficiency of forensic autopsies, Tri-Service General Hospital (TSGH) organized the "Forensic Identification and Talent Training Signing Ceremony" in partnership with Institute of Forensic Medicine under Ministry of Justice and Taiwan's Shilin District Prosecutors Office on March 25th, 2024. The ceremony was attended by Minister of Justice Tsai Ching-hsiang, Deputy Minister Hsu Yen-pu of Ministry of National Defense, and Director-General of Taipei City Health Bureau Chen Yen-yuan, who also delivered their respective remarks during the ceremony. Witnessed by participating guests of honor, the signing of Cooperation MOUS was performed by TSGH Superintendent Dr. Hong Yi-jen, Chief Prosecutor of Shilin District Prosecutors Office Yan Nai-wei, and Director of the Institute of Forensic Medicine Hou Kuan-jen. In appreciation of professional expertise and assistance provided by Forensic Medicine Center of TSGH in conducting forensic autopsy examinations and domestic forensic talent education and training, Ministry TSAI of Ministry of Justice presented a letter of appreciation to TSGH Superintendent Hong, symbolizing the beginning of trilateral cooperation and the opening of a new chapter in forensic science.
As a center of medical excellence with three-prong responsibilities of medical education, healthcare service delivery, and medical research, TSGH has signed a tripartite agreement on medical forensic science with Ministry of Justice and the Shilin District Prosecutors Office. With the inking of such an agreement, TSGH is commissioned to conduct forensic autopsy examinations and forensic talent training for Ministry of Justice and its Institute of Forensic Medicine. Dr. Yu Cheng-ping and Dr. Lin Yu-chun from the Pathology Department are responsible for forensic autopsy examinations. Both forensic physicians are appointed as researchers at the Institute of Forensic Medicine and are entrusted by the Shilin District Prosecutors Office to handle forensic autopsy examination cases, providing professional autopsy identification reports to assist prosecutors in clarifying facts. With the signing of this cooperation agreement, all signatory parties are committed to building a more comprehensive forensic system and enhancing quality of forensic identification for both military and civilian communities, thus ensuring the protection of judicial human rights.
Minister of Justice Tsai Ching-hsiang remarked in his speech that Tri-Service General Hospital is not only the leading medical center in northern Taiwan, nurturing numerous excellent medical talents but also the fourth teaching hospital in our country with a forensic department, following China Medical University, Kaohsiung Medical University, and National Cheng Kung University Hospitals, Not only can it assist local prosecutors in conducting forensic identification nearby, but it can also enhance physicians' willingness to undergo training, thereby fostering more outstanding forensic talents in Taiwan.
Deputy Minister of Ministry of National Defense, General Hsu Yen-pu, expressed that the Ministry of National Defense is delighted to contribute to the advancement of Taiwan's forensic system. Tri-Service General Hospital has been involved in the cultivation of forensic talent since the early days of the establishment of National Defense Medical Center (NDMC), the one and only military medical college in Taiwan. Subsequently, in order to keep pace with the technological advancements of advanced nations, Dr. Hsiao Kai-ping, who was then affiliated with the Department of Biomedical Anatomy at NDMC, returned to Taiwan and received guidance from Professor Tai Da-zhong of National Taiwan University. He was then sent to study forensic medicine in the Pathology Department, engaging in forensic pathology teaching and related tasks. In 2015, Medical Affairs Bureau under Ministry of National Defense collaborated with Ministry of Justice to send Dr. Lin Yu-chun from the Pathology Department of TSGH to the Medical Examiner's Office in Dade County, University of Miami Medical School, USA, for one year of professional training in forensic autopsy. Today, through the signing of the tripartite cooperation agreement with the Institute of Forensic Medicine and Shilin District Prosecutors Office, not only can the quality of specialist physician training in medical centers be improved, but the integration of military medical and forensic pathology research capabilities can also be further enhanced, thereby enhancing the quality and efficiency of forensic science in Taiwan.
In the future, TSGH will continue following guidance from senior leaders of Medical Affairs Bureau of MND to expand and strengthen cultivation of forensic talents. TSGH will further collaborate closely with the Ministry of Justice under the principle of "Concentric and Concurrent Development of Medicine and Law " to bring this mutually beneficial cooperation to a new level. We remain committed to safeguarding the health and well-being of our citizens.
