Wholehearted, Holistic Care: A New Horizon in International Healthcare - Visit to Mongolia by Tri-Service General Hospital

"The motto ' Wholehearted, Holistic Care ' not only embodies the core values of Tri-Service General Hospital but also represents the spirit of international healthcare. The relationship between Tri-Service General Hospital and Mongolia dates back to 2017, when Director General Tsai of the Medical Affairs Bureau pioneered international medical collaboration. Since then, several agreements have been signed between Tri-Service General Hospital and institutions such as the First Central Hospital of Mongolia, establishing mechanisms for medical education and training, deepening bilateral cooperation and exchange. To date, over 90 medical personnel from Mongolia have undergone advanced training at our hospital, fostering bilateral friendship and facilitating further discussions on cooperation.

 Led by Superintendent Hung Yi-Jen, Tri-Service General Hospital has organized a team of experts in cardiology and respiratory medicine, along with the Director of the International Medical Center, to visit the Mongolian capital, Ulaanbaatar, for an international medical mission and to co-host the 'New Era in Transnational Cardiopulmonary Medicine Symposium' with the First Central Hospital of Mongolia."

With the assistance of the Taipei Economic and Cultural Representative Office in Ulaanbaatar, Tri-Service General Hospital has established sister hospital relationships with six public hospitals in Mongolia, enhancing clinical techniques and experience sharing. In 2022, in collaboration with QT Medical, Tri-Service General Hospital jointly donated digital EKG machines and AI diagnosis platforms to the First Central Hospital of Mongolia, inaugurating a new paradigm of cooperation in Taiwan-Mongolia medical and health exchanges. During the "New Era in Transnational Cardiopulmonary Medicine Symposium," Superintendent Hung expressed gratitude to the First Central Hospital of Mongolia for its continuous efforts to strengthen bilateral exchanges, sending outstanding talents to Tri-Service General Hospital for training exchanges. Even during the pandemic, with multiple online video conferences conducted for exchanges, the friendship between the two sides remained unbroken.

 This symposium can be seen as a midterm results presentation of the cooperation between the two sides. Discussions were held on the training subjects received by trainees at Tri-Service General Hospital, the actual implementation upon their return to Mongolia, the current development status in the field, and plans for the future. Dr. Tsai Yi-Ting from the Department of Cardiovascular Surgery shared insights on the development and challenges of modern cardiac surgery in Taiwan. Dr. Peng Chung-Kan from the Department of Thoracic Medicine focused on the application of "Hyperbaric Oxygen Therapy in Major Accidents." Dr. Huang Tsai-Wang from the Department of Thoracic Surgery provided substantial recommendations on "Diagnosis and Treatment of Lung Disease: Bronchoscopy Navigation." The event brought together medical personnel from the First Central Hospital of Mongolia, Mongolia Trauma Hospital, Mongolia Burn Hospital, and Mongolia Third National Hospital, highlighting Mongolia's active development in cardiopulmonary specialties and its move towards general hospitals. It also underscored Tri-Service General Hospital's soft power in attracting excellent medical personnel for learning opportunities.

Director Fang Wen-Hui of the International Medical Center remarked that although Taiwan and Mongolia are approximately 3,000 kilometers apart and have different histories and cultures, they can build opportunities for mutual cooperation through healthcare. Under the leadership of Superintendent Hung, this visit has yielded fruitful results. In the future, efforts will be made to assist the First Central Hospital of Mongolia in fully developing its cardiology specialty, with the hope of achieving Mongolia's first milestone in open-heart surgery. Additionally, assistance will be provided in training surgeons from Mongolia Trauma Hospital in vascular anastomosis surgery, establishing their surgical laboratory and musculoskeletal tissue bank. Mongolia Burn Hospital will also be sent personnel to learn the operation techniques of hyperbaric oxygen single-person chambers to enhance the clinical application of hyperbaric oxygen equipment in their hospital. Furthermore, Mongolia Skin Specialty Hospital looks forward to future collaboration with the Pathology Department of Tri-Service General Hospital to assist in dermatopathological diagnosis and exchange experiences in setting up intensive care units. In summary, Tri-Service General Hospital will further expand the scope of exchanges between the two countries.

Tri-Service General Hospital aims to establish a mutually beneficial and trustworthy international healthcare service brand through its medical soft power and partnerships with international counterparts. As the sole medical center of the Military Hospitals, it shoulders the mission of national healthcare policies, actively enhancing the visibility of Taiwan's international medical contributions and seeking international participation opportunities. Therefore, Tri-Service General Hospital has established long-term mechanisms for the training and technical exchange of medical personnel with hospitals in Mongolia and elsewhere. This endeavor not only increases its own substantial influence but also enhances Taiwan's international visibility, embodying the spirit of "Taiwan Can Help, and Taiwan Is Helping!"
